BOULDER, Colo.--AT&T (NYSE:T) CEO Randall Stephenson admitted that his company didn't execute well on its proposed $39 billion dollar deal to purchase T-Mobile USA when it made a bid for the operator in 2010. "I wouldn't say it was a bad decision, but it was a decision that didn't go the way I wanted," Stephenson said. "We didn't execute well." The company ended up dropping its T-Mobile bid in late 2011 amid regulatory opposition.

In a candid interview with Phil Weiser, dean of the University of Colorado Law School and executive director of the Silicon Flatirons at the Silicon Flatirons Center's Digital Broadband Migration conference here, Stephenson said that the failed T-Mobile deal was one of his worst moments as CEO, but added that one of his great moments was in 2007 when AT&T decided to bet on Apple's (NASDAQ:AAPL) iPhone. "We didn't have a great vision as to where this would go, we just knew that when you took data utilization and made it mobile, it would explode," he said. 

Stephenson said that Stan Sigman, then-CEO of Cingular Wireless, was the passionate driver behind the iPhone, and he remembered asking Sigman and the Cingular board members whether they were betting on the market, the device or Steve Jobs. "We were betting on Steve Jobs," Stephenson said. "And time has proven that to be a good bet. But it was not a partnership that came without pain," he said, alluding the company's network issues that developed as a result of the overwhelming amount of data usage by iPhone users.

Interestingly, Stephenson also said that while he doesn't really know what Dish Network (NASDAQ: DISH) Chairman Charlie Ergen plans to do with his company's spectrum, he believes Dish will end up partnering with a wireless company instead of building an LTE Advanced network on its own. Dish currently has 40 MHz of S-Band spectrum, rebranded as AWS-4 for terrestrial mobile use, and has said it plans to build an LTE Advanced network using those airwaves. However, Ergen has hinted that he would like to partner with an existing wireless carrier rather than do it alone. The company earlier this year made an unsolicited counterbid for Clearwire (NASDAQ:CLWR) at $3.30 per share. Clearwire has said it is weighing that bid along with one from Sprint (NYSE:S), which was for $2.97 per share.

Regarding spectrum, Stephenson reiterated the need for the government to make more spectrum available and also said that unlicensed spectrum is going to continue to play an important role for AT&T. He said that AT&T was the first to require device makers to put a Wi-Fi client in their devices so customers could move off licensed spectrum and onto Wi-Fi. He also noted that having that Wi-Fi client in the phone is critical to the customer experience, particularly with usage-based pricing. "With usage-based pricing we have to give customers an avenue to be efficient and use Wi-Fi," he said.

2. Deutsche Telekom defends T-Mobile/MetroPCS deal amid shareholder unrest

T-Mobile USA parent Deutsche Telekom strongly defended its merger of T-Mobile with MetroPCS (NYSE:PCS) after a minority MetroPCS shareholder sent a letter to the company's board urging it to reconsider the deal.

The back-and-forth was triggered when P. Schoenfeld Asset Management disclosed that it sent a letter to MetroPCS' board Jan. 30 announcing its opposition to the planned transaction, arguing that it undervalues MetroPCS and would load it down with debt that would be "unsustainable" for a company of its size and credit rating.

"We are presently of the view that it would be better for PCS to remain a stand-alone company while examining opportunities to consummate alternative transactions, than to accept the package of cash and securities being offered to PCS stockholders," the letter states.

Pushing back, DT said it "remains committed" to the deal and that it will "enforce its rights under the definitive agreement with MetroPCS."

"This combination will substantially benefit the shareholders and customers of both companies by creating a new company that will be the leading wireless value carrier with expanded scale, spectrum and financial resources to compete across the entire U.S. market," DT said in a statement.

Under the terms of the deal, MetroPCS will engage in a reverse-merger with T-Mobile, and Deutsche Telekom will own 74 percent the combined company, which will be public. MetroPCS will also declare a 1-for-2 reverse stock split and pay $1.5 billion in cash to its shareholders.

Schoenfeld, which held around 2 percent of MetroPCS in October, said that MetroPCS shareholders should get 37 percent of the new company rather than 26 percent. MetroPCS said it still recommends the T-Mobile deal but that it will "carefully review and consider" the letter, according to Reuters.

DT and MetroPCS expect the deal to close by the middle of the year; regulators still need to approve it in addition to MetroPCS shareholders. The deal will boost T-Mobile's spectrum reserves, especially in the 1700 MHz AWS band, allowing it to deploy 2x20 MHz channels for LTE in many markets.

3. T-Mobile MVNO Solavei to offer BlackBerry Z10 for nearly $1,000

T-Mobile USA MVNO Solavei is offering U.S. customers a chance to buy the BlackBerry (NASDAQ:BBRY) Z10 smartphone at least a month before any other U.S. customers. The catch, however, is that the device is unlocked and will cost $999.

Solavei said it will sell the device via its retail partner GSM Nation. T-Mobile itself has indicated it too will launch the device. T-Mobile didn't commit to a firm launch date or price, but said it's aiming for a March launch at around $200 with a two-year contract. The Z10 is now on sale in the United Kingdom and Canada, and BlackBerry is making the device available unlocked to carriers in the Middle East for around $700, according to AllThingsD.

The Z10 runs on BlackBerry's brand new BlackBerry 10 software, has a dual-core 1.5 GHz processor, and sports a 4.2-inch display with 1280 x 768 resolution, 8-megapixel camera capable of recording 1080p HD video, 2-megapixel front-facing camera and LTE.

"We believe in giving our members access to the latest phones and wireless capabilities," said Solavei founder and CEO Ryan Wuerch. "Solavei not only gives its members the opportunity to pay less for unlimited mobile service, but even the opportunity to earn income by sharing Solavei with others."

Solavei, which launched its service in September, said it now counts more than 120,000 "members" on its service. Through GSM Nation it also offers other unlocked top-flight smartphones, including the Huawei Ascend P1 for $391, the LG-made Google (NASDAQ:GOOG) Nexus 4 for $405 and the Samsung Galaxy S III for $575.

Solavei offers unlimited voice, text and data (the first 1 GB at high speed) without a contract on T-Mobile's network for $49 per month. Because Solavei relies on customers to sign up other customers, Solavei pays each customer a $20 commission per month for each "trio" or three customers that they sign up. Customers will also get paid when the people they sign up then sign up others. Thus, Solavei's business model calls for the company to reduce customer care costs and customer acquisition costs by not paying for phone subsidies and instead paying customers to sell the service to their friends.

4. Dish Network trademarks 'Racecar' brand for wireless broadband Internet service

Dish Network (Nasdaq: DISH) filed a trademark application last week for the brand "Racecar," which the company said could be used for a wireless broadband Internet service.

According to a trademark application filed on Feb. 6, Dish wants the right to use Racecar for several types of telecommunications services, including "wireless telephony and wireless broadband communications services for the transmission of voice, data, graphics and video; wireless broadband communication services; providing Internet access."

Dish said that the Racecar brand could also be used for telephones, smartphones, "mobile telecommunications devices," antennas and satellite dishes, according to the trademark application.

The trademark application was filed about two months after Dish won FCC approval to use Advanced Wireless Services (AWS) spectrum that it acquired from TerreStar and DBSD North America to launch a wireless phone and high-speed Internet service.

Dish Chairman Charlie Ergen told Reuters in January that it may be months before the company decides how it will use its 40 MHz of AWS-4 spectrum. "We don't want to sell the spectrum. We'd prefer to be in the wireless broadband business and make a difference to consumers," Ergen said at the Consumer Electronics Show.

While lobbying for FCC approval to use AWS-4 spectrum, Ergen said at a House hearing last June that the company would create "tens of thousands of jobs" if it was allowed to launch a wireless service. Dish also recently submitted a bid to acquire broadband wireless provider Clearwire (Nasdaq: CLWR)--a move that Wall Street analysts say may be aimed at compelling Clearwire investor Sprint (NYSE: S) to partner with Dish on a wireless service.

Racecar isn't the only brand that Dish may be considering for a wireless phone and broadband Internet service. FierceCable first reported in November 2011 that Dish filed a trademark application for the brand Ollo for use with mobile equipment and services, including mobile phones, tablets and telecom services.

Dish officials didn't respond to a request for comment Monday morning.

5. T-Mobile pushing B2B shared-data plans

Despite roundly criticizing shared-data plans offered to consumers by market leaders AT&T (NYSE:T) and Verizon Wireless (NYSE:VZ), T-Mobile USA is making a concerted push to offer what it calls "data pooling and stackable voice" as part of its effort to attract enterprise customers.

T-Mobile has offered pooled, shared-data plans for businesses since August, though it did not publicly announce the offering at that time, said a spokeswoman for the operator. The plans are part of T-Mobile's effort to entice big-spending business customers to its network.

In an interview with FierceWireless, Frank Sickinger senior vice president of B2B at T-Mobile, said the company spent a good portion of the second half of 2012 upgrading its business platform capabilities, including adding support for pooled data plans. "If a company wants to sign up for 500 GB of data across 500 users, each of those users can be signed up on 1 GB plan but we would not charge any overage until the common pool is used up," he said. Sickinger said the goal is to reduce bill shock for CIOs and add more predictability to billing. 

A shared-data offer for businesses appears to pit T-Mobile directly against Verizon Wireless, which in early January unveiled plans to offer shared data to its business users. Verizon's Share Everything Plan for Small Business gives companies up to 25 lines of pooled service. For businesses with more than 25 lines, Verizon announced its Nationwide for Business Talk and Talk & Text share plans. The plans allow businesses of any size to create their own shareable data allowances via a single account.

T-Mobile's offer of shared data to business users appears to be at odds with its posturing in the consumer market. When Verizon launched the first shared-data plans for consumers with multiple devices during June 2012, T-Mobile contended the plans would be punitive, costly and complex. "Before these plans were announced we said this approach would not deliver a better value to customers and would be complicated for families to manage. Now that we have the details, we're even more convinced," wrote Harry Thomas, T-Mobile's director of segment marketing, on a company blog back in June.

T-Mobile, in turn, switched from promoting tiered data plans to offering Unlimited Nationwide 4G Data plans for its postpaid customers in September 2012. In January 2013, T-Mobile launched a no-contract unlimited data plan for $70 per month. The operator still does not offer any shared-data plans for consumers.

However, T-Mobile is apparently willing to pull out all the stops to make its mark in the business-to-business (B2B) market, even if that means offering pooled data to business accounts. Last week the carrier also confirmed to FierceWireless that it is offering enterprise subscribers up to $200 in credits per line to switch their service over to T-Mobile, depending on what business options they add to their accounts.

In a separate interview with Bloomberg, Sickinger said T-Mobile hopes to be the first U.S. operator out of the gate with the BlackBerry (NASDAQ:BBRY) Z10. T-Mobile should be able to deliver the Z10 to business customers about a week before retail sales start, he added. The carrier is shooting for a March Z10 launch.

T-Mobile currently has about 900 enterprise salespeople, and the operator intends to hire hundreds more in the coming months, Sickinger told Computerworld. The operator has improved its domestic service footprint and no longer charges extra for domestic roaming, which Sickinger said is helping T-Mobile attract business customers.

Almost one year ago, T-Mobile USA announced its network modernization initiative along with a new push into B2B sales aimed at the mid-market and large enterprise market. The operator expects its $4 billion investment in network modernization and LTE deployment will make its services robust enough to attract high-spending business customers, which have represented a large gap in the operator's user base.

Apple's (NASDAQ:AAPL) iPhone remains the top choice for enterprise customers as they think about their next smartphone purchase, but Microsoft (NASDAQ:MSFT) should take heart as more business users are thinking about purchasing a Windows tablet over an iPad for their next tablet purchase, according to a new research report. Those are some of the headline findings of Forrester Research's second annual Forrsights Workforce Employee Survey, which found that 33 percent of workers surveyed would choose an iPhone for their next work smartphone purchase, far outpacing even Google's (NASDAQ:GOOG) Android, at 22 percent. In terms of tablets, 32 percent of workers would choose a Windows tablet for their next tablet purchase; only 2 percent of those surveyed said they had a Windows tablet now. Two extremely common activities that people engage in are driving and interacting with their mobile broadband devices. Although sometimes people do both at the same time, these have largely been two separate industries. Now they are converging--one might even say they are on a collision course, although avoiding collisions is actually one of the primary objectives for people working in this industry.

From its inception this industry was referred to as "telematics" services, but many now refer to it as "Connected Car" or "Connected Vehicle." This is not a completely new area of focus as many major manufacturers have been providing telematics services for years now. For example, General Motor's OnStar has been around since 1995 providing services focused on safety and security. But now, with mobile broadband becoming ubiquitous, auto manufacturers, cellular operators, and many other firms are significantly ramping up their development efforts to provide a suite of services offerings ranging from safety and security to full infotainment services.   Manufacturers that succeed will provide improved customer relationship management as well as the right mix of connected car services that provide daily relevance to tomorrow connected driver. There are however significant challenges that each automotive manufacture is looking to overcome.

First, there are two completely different approaches being employed. One is to have connectivity built directly into the car Telematics Control Unit (TCU) at the factory. The second is to have connectivity provided or "brought in" through the driver's smartphone. Both connectivity approaches have strengths and weaknesses as to what services they can provide and their ease of use.  In the next five years, manufactures will be deciding what connectivity approach best addresses their customer demographic or if they believe a "hybrid" approach best addresses tomorrow' s car buyer...Continued
