1. Sprint CFO: Ditching handset subsidies needs to make economic sense

Sprint Nextel (NYSE:S) is open to the idea of dropping subsidies on its phones as T-Mobile USA plans to do, but is taking a cautious approach as it looks at the impact on the market and the economics of such a move, according to senior executives.

"We have thought about it and we are going to take a kind of a wait-and-see approach," Sprint CEO Dan Hesse said during the company's fourth-quarter earnings conference call, according to a Seeking Alpha transcript. "We are going to watch what happens in the market, how customers respond to it and we evaluate options and alternatives going forward." Hesse said right now most customers seem comfortable with buying a subsidized device in exchange for a two-year contract. But he said that "as the industry evolves, we'll evolve with it."

Speaking to FierceWireless, Sprint CFO Joe Euteneuer said that Sprint will assess how T-Mobile's new plans perform in the market as well the economics of such a switch. He said Sprint needs to look at what impact moving away from subsides would have on customer lifetime value, churn and other key financial metrics. Both Hesse and Euteneuer said Sprint could quickly put in place a handset financing system where subsidies would be removed--if the carrier decided to do so. 

Under T-Mobile's Value postpaid plans, customers can pay the full cost of a device upfront in exchange for a lower monthly rate. Alternatively, customers can pay off the cost of their device in monthly installments over the course of 20 months. Within the next few months T-Mobile plans to move exclusively to this handset financing model and discontinue handset subsidies.

T-Mobile's move is a striking strategy for the industry, as all Tier 1 operators for many years have subsidized the cost of devices in exchange for customers agreeing to two-year contracts. Many handset makers have expressed support for T-Mobile's decision, which essentially uncouples the cost of devices from the cost of a rate plan.

Executives at other wireless carriers have been cautious in their comments on T-Mobile's plan. AT&T (NYSE:T) CEO Randall Stephenson said last month he liked the approach T-Mobile USA is taking, and said he would watch the development with interest. Verizon Communications (NYSE:VZ) CEO Lowell McAdam said in January he liked the idea but, in the words of the Wall Street Journal, "questioned whether U.S. customers are ready for that type of shift because they have been conditioned to getting lower-cost phones for so long."

Interestingly, Sprint prepaid brand Virgin Mobile is conducting a small handset financing test in one market with startup BillFloat. The test will end later in the first quarter and the carrier said that any decision about whether or how to expand the program will be made at a later date.

In the interview, Euteneuer also touched on several other hot topics for Sprint. He said Sprint decided reduce its year-end LTE deployment target from 250 million to 200 million people because it remains a quarter behind schedule on its Network Vision deployment. However, he said Sprint accelerated that project coming out of the fourth quarter of last year and into the first quarter, and the carrier is building "a more robust network." He noted that Sprint will start deploying LTE on its 800 MHz iDEN spectrum in late 2013, earlier than it had expected. Euteneuer said he viewed Verizon Wireless as the company's chief competitor in terms of LTE because of Verizon's sizable lead in coverage (Verizon now covers 273.5 million POPs with LTE, or roughly 89 percent of the U.S. population, and expects to finish its initial LTE deployment by mid-year.) 

Euteneuer also talked about an ongoing Sprint promotion in which the carrier will give a $400 credit to families who switch to Sprint from another carrier and sign up for its Simply Everything Family or Everything Data Family plans. He said while the sticker price of the $400 credit may seem high, family plans are "stickier" than individual plans and produce lower churn. He said that one surprising phenomenon Sprint has observed is that when new customers switch to Sprint to buy an Apple (NASDAQ:AAPL) iPhone they often want to have their whole family switch with them. "The offer is not that expensive when you take into consideration the [lower] churn rate," he said.

2. Solavei, Ready SIM promise LTE support as soon as T-Mobile launches network

T-Mobile USA MVNOs Ready SIM and Solavei confirmed that they will start offering LTE service once T-Mobile launches its LTE network later this year.

Executives from the MVNOs told FierceWireless they expect to offer the faster speeds promised by LTE when T-Mobile turns on its LTE network. Emir Aboulhosn, senior vice president of business development for Ready SIM parent Roam Mobility, said that "as a T-Mobile MVNO, we get access to all network enhancements and upgrades, [and] this means that mean LTE is available we will offer it as well simply because it's there."

Solavei also confirmed it plans to offer LTE when T-Mobile does.

Ultra Mobile, another T-Mobile MVNO, did not confirm it will launch LTE service--but it strongly hinted at such a move. Chris Furlong, Ultra Mobile's executive vice president of product development, said the company is "always aiming to do what's best for our customers and will definitely consider LTE when it's possible."

The news is notable considering how few of the nation's MVNOs appear to be able to provide LTE service. Ting, a Sprint Nextel (NYSE:S) MVNO, offers LTE smartphones. Another MVNO, FreedomPop, has said it will start offering mobile broadband service on Sprint's LTE network later this year. Both T-Mobile and Sprint expect to cover 200 million POPs with LTE by year-end.

At the end of the third quarter of 2012, the last quarter for which statistics are currently available, T-Mobile counted 3.9 million MVNO customers out of its total customer base of 33.3 million.

3. TracFone defends its FCC Lifeline pilot program to expand mobile broadband access

América Móvil's U.S. MVNO, TracFone, offered additional details on its pilot program to deliver mobile broadband to low-income Americans as part of the FCC's Lifeline initiative. The action was a response to criticism that TracFone called in political favors in order to participate in the program, and that the program itself is not effective.

At issue is a $13.8 million program the FCC established last year to solicit ideas on how its Lifeline program could be structured to deliver broadband services to low-income households. The FCC selected 14 projects from a range of companies, including T-Mobile Puerto Rico and Sprint Nextel (NYSE:S) prepaid brand Virgin Mobile, that will use the money to deliver broadband to select areas.

TracFone said it submitted two different pilot project proposals, one of which was selected by the FCC. TracFone said that Lifeline support for its pilot project is capped at $915,000.

In a statement, TracFone said its project will be carried out in Florida, Maryland, Massachusetts, Texas, Washington and Wisconsin. The MVNO is working with a firm called Technology Goes Home, and will test different combinations of free or discounted hardware, including smartphones, and plans priced at $10 or $20 per month, using four test groups and a control group. In an FCC filing, the pilot program's description said that "by comparing the two variations in offers with the control group, which is priced at market rate, TracFone will be able to estimate the take-rate for each price point with 2 GB on data limits."

After TracFone was selected for the program, the company came under scrutiny by news outlets such as the Washington Times and Fox News because TracFone CEO F.J. Pollak and his wife, Abigail, hosted a $40,000-a-plate fundraising dinner for President Obama in June. Abigail Pollak has raised a total $1.56 million for Obama since 2007, according to a financial documents obtained by the New York Times.  

TracFone denied it was selected for the FCC's program because of Pollak's work for Obama. "That has absolutely nothing to do with business," América Móvil spokesman Jose Fuentes told the Washington Times. "There's been no pay-for-play--or even favors. What he does in his private time is his."

Some critics, such as John Horrigan, a researcher at the Pew Internet & American Life Project, contend that smartphones limit users from engaging "as deeply with the Internet" as home broadband users. TracFone's pilot program involves the use of smartphones. 

"We selected diverse projects with different amounts and duration of subsidies, different types of geographic areas (e.g., urban, rural, Tribal) and different types of broadband technologies (e.g., fixed and mobile)," the FCC said in a public filing on the pilot program. "Additionally, we considered whether applications included partners that would test different variables such as digital literacy training, the cost and type of equipment used, broadband speeds and usage limits."

This is not the first time TracFone has come under criticism. The company is a major recipient of Lifeline funds, which it uses to provide low-cost cell phone service to low-income Americans. Critics have called the program a handout and poorly managed, though the FCC has taken steps to reform the Lifeline program--the agency said its efforts have so far saved $214 million.

4. Wireless emergency alerts sent ahead of Northeast blizzard

Some wireless customers in the Northeast on Thursday received an alert on their phone about the impending blizzard expected to blanket the region with snow over the weekend. The alerts were sent as part of the government's new federal emergency alert system. However, not every subscriber in the region received an alert because not all phones on all participating carriers support the new system.

The system, called Wireless Emergency Alert system, allows the Federal Emergency Management Agency (FEMA) and the National Weather Service to deliver warning messages to wireless subscribers (at least those with supported phones) in a specific geographical area. The WEA system also can send AMBER alerts for missing children.

Most major U.S. carriers, including Sprint Nextel (NYSE:S), Verizon Wireless (NYSE:VZ), AT&T Mobility (NYSE:T), T-Mobile USA, U.S. Cellular (NYSE: USM), Cricket provider Leap Wireless (NASDAQ:LEAP) and others, announced support for the program in 2011, and implemented the technology in 2012. The FCC, CTIA and FEMA collaborated on the launch.

However, older phones may not support the new service. 

"To receive these alerts, you might need to only upgrade your device's software, rather than purchase a new one," CTIA said. "To confirm Wireless Emergency Alerts are available in your area and your device is capable of receiving the alerts, please check with your carrier."

5. Report: Half of U.S. smartphone users with unlimited service want customized plans

More than 50 percent of U.S. smartphone owners who say they have unlimited data showed interest in plans that allow customization, speed guarantees, or sharing of data on family plans for multiple devices, according to a new report from research firm Strategy Analytics.

The firm's "Mobile Broadband Opportunities" report highlights the fact that despite a cleave in the U.S. wireless industry between carriers that continue to offer unlimited smartphone data plans (Sprint Nextel (NYSE:S) and T-Mobile USA) and those that do not (Verizon Wireless (NYSE:VZ) and AT&T Mobility (NYSE:T)), customers really just want more control over their plans.

The report found that "in the U.S., U.K., and China, 60 percent or more of smartphone owners show interest in monitoring data use in real-time on their device while over half say they would like to be able to customize their plans," according to a Strategy Analytics statement.

Although customers can track their data usage fairly easily via carrier services, most plans still do not offer much in the way of customization beyond access to a particular kind of network technology. Microsoft's (NASDAQ:MSFT) Data Sense service for its Windows Phone 8 operating system, which Verizon supports and AT&T is thinking of supporting, shows users how much data each app is using, and it can notify a user when they begin approaching their monthly data allotment, among other things.

The report notes that while Sprint and T-Mobile have staked their competiveness on offering unlimited plans, Verizon and AT&T have been busy pushing their LTE plans and shared family data plans with unlimited tethering and voice and texting.

"The operator who is first to market with new user-friendly capabilities for personalizing mobile plans, including premium options for guaranteed speed, may win in this next wave of mobile life," said Strategy Analytics analyst Susan Welsh de Grimaldo. "Today's mobile phone owners indicate they are ready for new levels of customization in their mobile plans--my mobile, my way--with an easy tool to track usage so that they remain in control."

AT&T said that as of the end of the fourth quarter more 6.6 million customers, or 9 percent of its postpaid subscribers, have signed up for its Mobile Share plans. Verizon did not give a comparable fourth-quarter figure for its Share Everything plans, but 13 percent of Verizon's customer base was on the plans at the end of the third quarter.
